Request for Statement of Qualifications (SOQ) For: Professional Services for Water Distribution and Wastewater Collection Master Plans Issued by: City of Mandan, North Dakota Date: October 3, 2026 Introduction The City of Mandan is requesting Statements of Qualifications (SOQs) from qualified consulting engineering firms to provide professional engineering services for updating the City's Water Distribution and Wastewater Collection System Master Plans. The current water distribution master plan was completed in 2007 and provides a guide of capital improvements for the City's water distribution system. The plan completed an update to the planning service area map; provided a water use characterization; projected future water demands; delivered a comprehensive, calibrated, and up-to-date water model; provided a fire flow analysis; developed infrastructure improvements; and provided a Capital Improvement Project (CIP) plan which included proposed schedules for completion and cost estimates. The wastewater collection master plan was completed in 2012. Similar to the water distribution plan, the wastewater collection plan also provided capital improvements for the City's wastewater collection system. The plan completed an update to the planning service area map; characterized wastewater flow patterns; projected future wastewater flows; delivered a comprehensive, calibrated, and up-to-date sewer model; developed infrastructure improvements; and provided a CIP plan with schedules for completion and cost estimates.
