Meeting called to order by Mayor Lambrecht.

CONSENT AGENDA ITEMS (presented by the Mayor) – Approval of minutes of regular meeting held March 16, 2026; Games of Chance Licenses, Site Authorizations & Special Permits: Wahpeton 10U Baseball – Raffle Permit Amendment, Other Games of Chance and/or Special Permits: Blades Blue Line Club – Raffle Permit; Presentation/Approval of Reports: 2025 Convention & Visitors Bureau Report, 2025 Midco Communications Television Franchise Fee Report, Red River Valley Water Supply Project Update on Federal Funding, ND City Government Fun Facts. M/S and MC to approve the Consent Agenda items as presented.

M/S and MC to approve the 2026 Retail and Display Fireworks Licenses for the six applicants (Retail: Jerry’s Fireworks, Wahpeton FFA, Patriot Place Fireworks, Black Powder Fireworks (Little Unny’s), and Black Powder Fireworks (Wahp Breck Football), and Display: Little Unny’s) contingent upon satisfaction of all license requirements and site inspections.

The following resolution was offered and moved its adoption: RESOLUTION NO. 3938 - RESOLUTION RELATING TO LEASE WITH OPTION TO PURCHASE ON BEHALF OF THE BOIS DE SIOUX GOLF CLUB FOR THE CART FLEET LEASE AGREEMENT NO. 40006414 BETWEEN CAPFIRST EQUIPMENT FINANCE, INC. AND THE CITY OF WAHPETON, NORTH DAKOTA. The motion for the adoption of the foregoing Resolution was duly seconded. Motion carried with a roll call vote 7-0.

M/S and MC (7-0) to approve the expenditure of $1,616.00 to acquire the Municipal Court of Record Audio Package through STAGEnet Network Equipment.

The following resolution was offered and moved its adoption: RESOLUTION NO. 3937 - RESOLUTION ADOPTING THE CITY OF WAHPETON EMERGENCY OPERATIONS PLAN. The motion for the adoption of the foregoing Resolution was duly seconded. Motion carried with a roll call vote 7-0.

M/S and MC (7-0) to approve the City of Wahpeton enter into a contract with Snake Oil/Ikons of Rock in the amount of $14,500 for the 250 Years of Liberty Wahpeton Celebration event on June 25th, 2026.

M/S and MC to approve the Street Closure of the Zero Block of Dakota Avenue to the 100 Block of 1st Street North on Saturday, June 6th , 2026, for the Blue Goose Days parade.

M/S and MC to reject all Bids for the Legacy Lakes Addition Phase I Project ST21-263.

M/S and MC (7-0) to award the Rehabilitation of Water Towers 1 & 2 Project W24-285 to Viking Industrial Painting in the amount of $1,989,400.

M/S and MC (7-0) to award the bid to Kindred Plumbing and Heating, Inc. (KPH) in the amount of $7,700,000 for the Well Transmission Line Phase II Project W22-268, contingent on Dept. of Water Resources funding approval on April 9, 2026.

M/S and MC (7-0) to award the bid to Kindred Plumbing and Heating, Inc. (KPH) in the amount of $5,143,957.62 for the Well Transmission Line Phase III Project W22-268, contingent on Dept. of Water Resources funding approval on April 9, 2026.

M/S and MC to adjourn at 6:00 p.m.
