Dr. Steiner presented and reviewed Memo #135. At the December 9 Board meeting, the Board directed Dr. Steiner to work with EAB to assist the District in the next steps of updating the FPS Strategic Plan. Since that time, Dr. Steiner has been working with Dr. Jen Slavik from EAB and FPS administrators on the next iteration of the District’s Strategic Plan. The final version of the strategic plan will include:
* Vision
* Values
* Critical, important, and desirable objectives for the district and individual buildings
* Strategic Direction and Expectations
* Portrait of a Learner, Educator, and Leader
* Statement of Work
Success metrics that will be tracked by the District and monitored by the Board were developed. The plan focuses on five key areas:
* Academic Excellence
* Board annual monitoring to take place in October
* Student Safety, Health and Wellbeing
* Board annual monitoring to take place in August
* Exemplary Staffing
* Board annual monitoring to take place in November
* Community Engagement and Support
* Board annual monitoring to take place in April
* Operational Excellence and Fiscal Responsibility
* Board annual monitoring to take place in June
Dr. Steiner noted that when planning, you start with the end in mind. The metrics presented to the Board is that concept; the metrics are the goals the administration will be focusing on and what the Board should be holding administration accountable to. He reviewed the metrics of the District Scorecard with Board members. Discussion occurred. A second reading and approval will take place at the July 14 meeting. (Memo #135)
Dr. Steiner presented and reviewed Memo #136. Administration requested approval to proceed with the development of an on-site health clinic at South High School in partnership with Sanford Health (Sanford). The clinic will be operated and managed by Sanford and will provide healthcare services to the community while offering priority appointment access to Fargo Public Schools (District) employees and families. The proposed clinic will occupy existing space within South High School under a lease agreement between the District and Sanford. Sanford will be responsible for all costs associated with the interior clinic buildout, furnishings, equipment, and ongoing operations. The District will need to complete building infrastructure improvements, including modifications to the air handling and sewer systems serving the space to accommodate the clinic. The estimated cost of these improvements is approximately $200,000. The initial clinic footprint has been designed to meet current operational needs while providing an opportunity for future expansion into adjacent space should demand for services increase. Administration and Sanford will continue to refine operational details, partnership opportunities, and long-term space needs as the project advances. Administration anticipates soliciting bids for the infrastructure work during the winter of 2026-27, with construction beginning in the spring of 2027 following Board approval of the bid package and contract award. The proposed partnership provides several benefits to the District, including:
* Enhanced access to healthcare services for employees through priority appointment availability.
* Improved convenience for employees and families seeking healthcare services during the workday.
* A public-private partnership that expands access to healthcare services while utilizing existing District space.
* Expanded educational and career-connected learning opportunities for students through a partnership with one of the region's largest healthcare employers.
* Lease revenue through occupancy of District-owned space.
In addition to opportunities within health sciences, Administration anticipates working with Sanford and higher education partners to explore internships, job shadowing, and career exploration opportunities for students. Sanford offers potential learning experiences across healthcare, business, finance, human resources, information technology, facilities, nutrition services, security, operations, and other career pathways that support the District's commitment to career-connected learning and workforce development.
Jason Nelson declared a conflict of interest with the topic. Robin Nelson moved to approve administration’s request to proceed with development of an on-site health clinic at South High School in partnership with Sanford Health, including negotiation of a lease agreement and preparation of bid documents for the required building infrastructure improvements. Allie Ollenburger seconded the motion. Discussion occurred. Upon call of the roll, the motion passed (Yes: Burkland, Christensen Mineer, Clark, Dei, Gullickson, Nelson, K., Nelson, R., Ollenburger; Abstain due to conflict of interest: Nelson, J.). (Memo #136)
President Christensen Mineer presented Memo #137. GP-7 was monitored for compliance at the April 14 Board meeting. Due to suggestions for potential changes noted in the monitoring document, the Governance Committee reviewed the policy at the May and June committee meetings to determine if the current standing committees are supporting the work of the Board. Consensus was reached at the June committee meeting to make the following changes:
* Move Planning Committee means b.1) Work with the administration in maintaining a strategic plan to Governance
* Move CEA Committee item b.1) Create and analyze communications, engagement, and advocacy opportunities with stakeholders, such as students, staff, parents, and community members to Governance
* Sunset the Communications, Engagement and Advocacy Committee
This would streamline the work of the Board. Additionally, at times, the work of the Communications, Engagement and Advocacy Committee overlaps with functions of administration. If a need arises that was previously supported by the Communications, Engagement and Advocacy Committee, an ad hoc committee can be formed to complete the needed work. Discussion occurred. Jason Nelson moved that the Board approve changes to GP-7 as presented. Nyamal Dei seconded the motion. Upon call of the roll, the motion passed (Yes: Burkland, Christensen Mineer, Clark, Dei, Gullickson, Nelson, J., Nelson, K., Nelson, R., Ollenburger). (Memo #137)
Gratitude was expressed to Board member Nyamal Dei for her term as a Board member from 2022-2026. Ms. Dei shared personal remarks.
Gratitude was expressed to President Katie Christensen Mineer for her leadership of the Board during the 2025-26 school year.
Committee, Liaison & Correspondence Reports
* Board member meetings/liaison visits: Nelson, R. to meetings to prepare for legislative session
President Christensen Mineer shared a brief President’s report. She reminded Board members of the July 14 reorganization meeting of the Board and the scheduled August 3 training session. She also noted the annual NDSBA conference will be October 8 and 9 in Bismarck.
The next regular meeting was confirmed for Tuesday, July 14 at 5:30 p.m. at South High School in the auditorium. There being no further business to come before the Board, President Christensen Mineer declared the meeting adjourned at 7:03 p.m.
