Watford City City Council Special Meeting Minutes April 6, 2026 Minutes of the regular City Council meeting held on April 6, 2026, at 6:00 p.m. at City Hall. Present were Mayor Riely and Council Members Bethany Devlin, Chelsea Bulzomi, Lance Renville, Shilo Chavez, Steve Sanford, and Carissa Suter. Also present were City Administrator Curt Moen, City Attorney Wyatt Voll, and Kaitlyn Swearson. Mayor Riely called the meeting to order with the Pledge of Allegiance. Our special guest for tonight’s council meeting was Piper Brunett who was chosen “Mayor for the Day” from Ms. Lu’s 3rd grade class. Mayor Brunett shared with the city council members her essay which earned her the title as “Mayor for the Day”. Council Member Devlin moved to approve the April 6, 2026, meeting agenda, as presented. Motion seconded by Council Member Bulzomi and carried unanimously. No public was present for the Public Comment Period. Council Member Bulzomi moved to approve the minutes of the city council meetings held March 2, March 12, and March 26, 2026. Motion seconded by Council Member Chavez and carried unanimously. Sara Fitzpatrick provided an update on the Rough Rider Center. Travis Rodenhizer gave an update on the Fox Hills Golf Course. Police Chief Wellen provided an update on the police department. Council Member Renville moved to approve the recommendations from the Planning Commission meeting held March 30, 2026, approving: Land Use Application - Zone Change submitted by Tim and Brook Simons; Land Use Application - Zone Change submitted by James and Kelly Brooks; Land Use Application - Zone Change submitted by Andrew Schugel; Division of Land Application - Minor Plat - Simple Lot Split submitted by Homes on the Prairie, LLC; Division of Land Application - Subdivision Preliminary Plat (revised) submitted by Homes on the Prairie, LLC. Council Member Renville moved to approve the First Reading on an Ordinance Amending Section 9-202 of Article 2 of Chapter 9 - Relating to Harassment. Council Member Renville moved to approve the First Reading on an Ordinance Amending Section 9-310 of Article 3 of Chapter 9- Relating to Retail Theft – Shoplifting. Council Member Renville moved to approve the First Reading of an Ordinance Amending Section 9-311 to Article 3 of Chapter 9 - Relating to Defenses and Proof as to Theft and Related Offenses. Council Member Devlin moved to allocate the payment received from the Watford City Housing Authority ($378,000) to the Road Fund for future road projects in the Hunter’s Run Subdivision.
