Public Hearings A. Ordinance 1179 - Amendment to Ordinance 613, Section 31 - Definitions to Amend the Definitions of Dwelling, Single-Family and Dwelling, Single-Family Detached to Include Mono-Pitch and Multi-Pitched Roofs with a Minimum 3:12 Roof Pitch and to Allow Manufactured Units at the Time of Placement Must Meet HUD Code U-Value Requirements Standard of 1994 or Newer (HUD 58 FR 58204 Amendment) (First Reading) Lisa Weidner: Staff Planner The agenda item is to consider Ordinance 1179 and amendment to Ordinance No 613, Section 31 - Definitions to amend the double-pitch roof requirements to include mono-pitch and/or multi-pitch roofs. Our current zoning code only allows for double pitch roofs, so this just allows a little bit more flexibility with these manufactured homes. Additionally, we are going to amend the code to allow Manufactured Units at the Time of Placement Must Meet HUD Code U-Value Requirements Standard of 1994 or Newer. Currently our zoning code restricts placement of any manufactured home to 15 years, this again would allow a little more flexibility. This would bring any of these manufactured homes up to the standard building code that would see in any single-family home. President Klug opened the Public Hearing, asking if anyone would like to comment. For a second time, President Klug asked if anyone would like to comment. For a third time President Klug asked if anyone would like to comment, hearing none he closed that public hearing. Motion By Bervig seconded by Gjovig to approve ordinance 1179. Snow Removal Equipment Acquisition-Plow/Spreader (XWA) Ryan O'Rear: Airport Director The Airport publicly advertised for a snow removal plow/spreader equipment from April 15th until May 6. A total of 3 bids were received from qualified vendors. The bids were reviewed for responsiveness and compliance with specifications. The lowest responsive and responsible bidder is I-State Truck, Inc. in the amount of $743,377.00. This equipment will be funded 95% by the FAA, 2.5% by the State, and 2.5% through local funds. The plow/spreader will replace a 2014 unit in the airport's fleet and will enhance snow and ice removal efficiency, improve operational safety and allow for more effective application of deicing agents. Motion by Gjovig seconded by Bervig to recommend award to I-State Truck, Inc. for the snow removal plow/spreader in the amount of $743,377.00 contingent upon FAA approval and grant award and authorize the Airport Director to execute all necessary documents to accept the grant and complete this project. AYE: Bekkedahl, Siemieniewski, Bervig, Gjovig, Klug NAY: Carries: 5-0 B. Airport Pavement Maintenance-Commercial Apron & Taxilanes (XWA) The Airport publicly advertised for pavement maintenance on the Commercial Apron and General Aviation taxi lanes from April 15 until May 6. A total of 2 bids were received from qualified contractors. The bids were reviewed for responsiveness and compliance with project specifications. The lowest responsive and responsible bidder is American Pavement Solutions, Inc. in the amount of $436,600.00. This project will be funded 95% by the FAA, 2.5% by the State, and 2.5% through local funds. The scope of the project includes spall repairs, crack sealing, corner break repairs, joint sealant replacement, localized pavement repairs on TWY H, and new pavement markings throughout the affected areas. Motion by Gjovig seconded by Siemieniewski to award to American Pavement Solutions, Inc. for the pavement maintenance project in the amount of $436,600.00 contingent upon FAA approval and grant award and authorize the Airport Director to execute all necessary documents to accept the grant and complete this project. AYE: Bekkedahl, Siemieniewski, Bervig, Gjovig, Klug NAY: Carries: 5-0 C. Airport Access Controls and Video Surveillance (XWA) The Airport publicly advertised a Request for Proposals (RFP) for the replacement and upgrade of the airport's access control and video surveillance system. The RFP was issued on April 15, 2026, with proposals due on May 6, 2026. Two proposals were received by the submission deadline from qualified firms. One additional proposal was received after the deadline and, in accordance with the requirements of the RFP, was not considered. Proposals were evaluated based on the criteria outlined in the RFP, including qualifications, experience, project approach, and cost. The evaluation committee consisted of airport administrative staff. Following review and scoring of the proposals, Innova Integrated Solutions, Inc. received an average score of 273/300 while Convergint Technologies, LLC received an average score of 270/300. Both firms submitted responsive proposals that met the requirements of the RFP. Based on the evaluation results, Innova Integrated Solutions, Inc. was identified as the highest-ranked proposer. The proposed project includes replacement of existing servers, implementation of a unified security management platform, and ongoing maintenance, service, and support. This project is not eligible for federal funding and is anticipated to be primarily locally funded. However, the Airport has submitted a grant application to the North Dakota Aeronautics Commission requesting a 50% cost share, pending availability. The 2026 Airport budget included $250,000.00 for this project. Innova's proposal totaled $395,000.00, including all one-time implementation costs as well as annual licensing and support services. Beginning in 2027, annual recurring costs are anticipated to be approximately $25,000. Due to the critical need to replace access control and video surveillance servers that are beyond their end of life, the Airport is requesting a budget amendment to increase the capital expense allocation by approximately $145,000.00. Airport staff will work with the Finance Director and City Administrator to identify reductions in other airport operating expenses, as necessary, to remain within the overall departmental budget. Commissioner Gjovíg: Can you go into detail how you can make a budget adjustment for whatever this cost may O'Rear: there are few capital projects that we have not bid this year yet, so we could delay those until 2027 in order to stay within budget. Commissioner Bekkedahl: what are you doing with the plow you are replacing? O'Rear: Yes we will be keeping it to use on the land side portion of the airport not in the airfield. Commissioner Siemieniewski: can you explain why the engineers' estimate is so different than what we had budgeted? O'Rear: yes I wondered the same thing and after speaking with our engineers (SEH) after those bids came in. The one item being noticeably higher in the concrete patching the price reflects the current market rates. Whether that is due to contractors using a different type of material than what was estimated, market volatility, or increased market cost from when it was estimated. SEH determined it was reasonable due to the similarity of both bids. Siemieniewski: when is the work planning on beginning on that? O'Rear: on the proposal for access controls we would first need to negotiate a scope and fee on that. So the price in here is a proposed cost, so if we decide to do a motion on that one. Would you want me to do it pending consultation with the City Attorney's office and then we would execute those documents after we initiate a final scope and fee. So this approval, if you were to go with this is not accepting this as a cost, it is just accepting that proposal. Siemieniewski: Is there another option such as doing half the project this year and half next year? O'Rear: There is definitely room for negotiation. The largest sum of this cost is the servers themselves, which Is what needs to be replaced, they are end of life. End of life meaning they are beyond their warranty period, or beyond their support period which means they are no longe receiving upgrades. They are at increased risk of failure at this point. If we were to lose these servers specifically, we would lose access to cameras and controls which is required by the TSA regulations. These are critical infrastructures so it's hard to say how much I could reduce this cost by but I would negotiate with them. President Klug: with those projects you had talked about delaying until next year is there any potential we could lose FAA grand funding on those if we do not do them this year? O'Rear: No, the ones we are proposing were all locally funded projects anyways, so it would just be deferring that cost until next year. The first two bid openings I mentioned are the 95% federally funded. This last proposal I mentioned we would apply for 50% state grant funding which is not guaranteed, but the local funding ones that we may have to defer are just locally funded ones themselves. Klug: The first two projects are contingent on approval from the FAA and grant awards? O'Rear: that is correct, we are almost complete with the grant process. So these projects would not commence until we receive the grant themselves, which we anticipate completing sometime between June and September. Motion by Gjovig seconded by Siemieniewski I recommend approval of Innova Integrated Solutions, Inc. as the selected proposer for the access control and video surveillance system project and authorize the Airport Director to negotiate final scope and fee, in consultation with the city attorney, execute necessary project documents, and work with the Finance Director and City Administrator to identify budget adjustments as needed to remain within the approved airport budget. Subject to approval from the City Administrator and any other comments that were included. AYE: Bekkedahl, Siemieniewski, Bervig, Gjovig, Klug NAY: $5,000, Morgan Hongslo - $3,500. We added terms that if the winning bidder is not a part of a fire department or emergency response agency the bidder would be responsible for the cost of the removal of the emergency equipment. Including the lights, siren and radio. Kyle Ostrand's bid is the high bid, and he is requesting that emergency equipment such as emergency lights and siren remain on the vehicle. His bid states that the vehicle will be transferred to Custer County, Nebraska to be used to support rural fire departments within the county. Nebraska has already experienced a record wildfire season as demonstrated by their recent EMAC request and federal disaster declaration. We are asking that you remove the requirement of removing the equipment because of its intended purpose to go to Nebraska. The only piece of equipment thar we would be removing is the 800mh SIRN radio because it will not be compatible with operation down there. Motion by Bervig seconded by Siemieniewski to approve The City of Williston Fire Department sale by public bid of the 1989 American General HMMWV Brush Truck, to Kyle Ostrand for the bid amount of $16,000, and allow the emergency lighting and siren to remain, but remove the SIRN radio.
