Request for Qualifications Request for Qualifications: Engineering, Architect, and Planning Services Bismarck Parks and Recreation District (BPRD) is soliciting Statements of Qualifications and Experience from architect, engineering, and planning firms to provide services for BPRD. The BPRD will select a firm or firms for a period of two (2) years, beginning after Board approval and ending December 31, 2028. The firms will be selected based on the submittal of the Statements of Qualifications and Experience that provide the services desired by BPRD for single or multiple projects of the BPRD. Project experience and expertise desired includes (not listed in any order or to be considered all inclusive): 1. Design, construction, and maintenance practices of roadways, trails, shared use paths, and parking lots 2. Planning, design, construction, and renovation of parks, including athletic fields, stadiums, playgrounds, outdoor pools, boat ramps, natural/conservation areas, and special use areas 3. Indoor recreational facility planning and design, including assessments/audits, site planning, landscape design, LEED, and project management 4. Project/construction management including bid documents and contract development 5. Design and construction of water systems, including water and sanitary systems, storm water management design, and irrigation systems 6. Design and construction of electrical systems, including lighting and power 7. Land planning, including acquisition methods and plat development, and administration 8. Organizational and strategic planning 9. Legal, boundary, and topographic surveys, availability of aerial photography, and GIS information 10. Grant writing and research Responses to this RFQ should include: 1. Complete background information on the firm, including but not limited to, overview of the company, number and type of employees, areas of specialization, location(s), and other information that would indicate the necessary qualifications to accomplish projects for BPRD. 2. List the personnel which will be assigned and describe their education, qualifications, licenses, and experience. Identify each person's specific responsibilities with respect to project expertise. 3. A description of the firm's prior experience, including similar parks and recreation projects, in particular those funded by Transportation Alternative (TA), Recreation Trails Program (RTP), Land and Water Conservation Fund (LWCF), Community Development Block Grant (CDBG), Outdoor Heritage Fund (OHF), Garrison Diversion Conservancy District (GDCD), and any other projects involving federal or state funding by location, total construction cost, role of the firm, user group, and name of local contact person who is knowledgeable regarding the firm's performance. 4. Methods of communication of projects to the public, prior to and during the projects. 5. Statement or declaration of any possible conflict of interests while working for BPRD and other clients or projects within the City of Bismarck, Burleigh County, or elsewhere. 6. Additional information deemed important in the decision to qualifying the firm. All submittals will be reviewed and evaluated, and a list of qualified engineers, architects, and consultants will be prepared. The qualified list shall be presented to the Park Board for approval. Presentation of Statements of Qualifications and Experience shall be limited to a maximum of 25 pages, inclusive of all pre-printed or other promotional material. Engineering, architect, and planning firms interested are asked to submit eight (8) bound, one (1) unbound, and one (1) digital original Statements of Qualifications and Experience with cover letter.
